Critique of Waltz: No account for change in systemic theory, ignores differentation of units.

Good sum of Waltz. 

Political structure consists of 3 analytical components:

  1. principle accounding to which system is ordered or organized (anarchy)
  2. the differentiation of units and the specification of their functions (Waltz drops out, but Ruggie wants to bring back in)
  3. the degree of concentration or diffusion of capabilities within the system (bipolarity, multipolarity, ec.)

Structures only vary though the change in 1 or 3. 

Outcomes in: Security Order, Economic Order, and Managing Global Problems.
